Scotland has traditionally had more aristocrats per head of population than other countries. This does not mean that the 'nobility' has necessarily been considered to be particularily 'noble' by the rest of the population. Indeed, the Scottish aristocracy has a long established track record of betraying Scotland and ordinary Scots for their own selfish interests. As far back as the Wars of Independence, many of the Scots nobility held territory in England and even those who did not felt they had more in common with the English nobility than Scots peasants. William Wallace's victories were in spite of, rather than thanks to, the Scots nobility. Wallace was abandoned by them at the battle of Falkirk and eventually betrayed to the English by a relative of the Earl of Menteith. The Union of the Parliaments in 1707 is still notorious as a sell out by the 'Parcel of Rogues' who were 'bought and sold for English gold' against the wishes of the vast majority of the Scots people.
Today, a title is still seen by many Scots as a badge of shame and disgrace rather than any sort of honour. In August 1997, Alex Salmond commented 'There is no place less fit to have power over Scotland than the Palace of Ignorance that is the House of Lords.' while in July 1998, Jimmy Reid wrote in the Herald, 'The British Honours system stinks. It must be about the best honours system that money can buy. Knighthoods and life peerages are doled out to time-serving chancers, place-seeking chanty wrasslers, party hacks being put out to grass, and deep-pocketed donors to party funds. New Labour's Honours list keeps up this tradition. Substantial donors to New Labour funds were suddenly found to be such estimable citizens that knighthoods and peerages were the least a grateful Government could bestow.'
Possibly one of the most astute comments on the House of Lords came from the ex-Conservative Prime Minister Harold Macmillan, after he became the Earl of Stockton: 'If, like me, you are over 90, frail, on two sticks, half dead and half blind, you stick out like a sore thumb in most places, but not in the House of Lords.'
The following list includes some of the have-beens and never-beens who have ended up in the Palace of Ignorance. Three members of the House of Lords, Lord Steel of Aikwood, Lord Selkirk of Douglas and Lord Watson of Invergowrie were elected as Members of the Scottish Parliament in 1999, with Lord Foulkes of Cumnock being elected in 2007. Lord Selkirk is seen by most to be a true gentleman, but Lord Steel was caught out failing to declare his House of Lords expenses, Lord Watson attempted to set fire to the Prestonfield Hotel after a drunken binge, and Lord Foulkes is notorious for injuring a woman while pretending to be Batman after a drinks reception then assualting the police officer who arrested him for being drunk and disorderly.
The following list is far from exhaustive. Recently there have been very few creations of hereditory peerages, and none in Scotland, with only the Earl of Stockton (ex Prime Minister Harold Macmillan) Viscount Tonypandy (ex Speaker George Thomas) and Viscount Whitelaw (ex Deputy Prime Minister Willie Whitelaw) being granted herediary peerages. Viscount Tonypandy and Viscount Whitelaw died without direct heirs to their peerages.

Since the Life Peerages Act of 1958, there have been over 1,000 creations. We believe that the list below includes every Life Peerage conferred on a Scottish Member of Parliament since 1958. Strictly speaking, a Life Peer is a "Baron", however as Scottish Barons are not peers, but merely holders of feudal baronies, which can be bought and sold, in order to avoid confusion, we prefer to use the title "Lord" to describe Life Peers.
NB, the Appellate Jurisdiction Act of 1876 allowed the creation of Life peers (Lords of Appeal in Ordinary) to exercise the House of Lord's judicial functions. The House of Lords currently has 28 peers created under this act compared to 588 created under the Life Peerages Act 1958 (November 2005). These include Lord Hope of Craighead, the Lord Justice General of Scotland and Lord President of the Court of Session from 1989 - 96, who was created a Lord of Appeal in Ordinary in 1996. Lords of Appeal in Ordinary must retire at the age of 75 but continue to sit in the House of Lords.
