George Reid (Scottish National Party MSP for Ochil) is elected unopposed as Presiding Officer of the Scottish Parliament. Trish Godman (Labour MSP for Renfrew West & Inverclyde) and Murray Tosh (Conservative MSP for West of Scotland) are elected as Deputy Presiding Officers.

15 th May 2003

First election of the First Minister in the second devolved Scottish Parliament. Jack McConnell (Labour MSP for Motherwell & Wishaw) 67 votes, John Swinney (Scottish National Party MSP for North Tayside) 26 votes, David McLetchie (Conservative MSP for the Lothians) 18 votes, Robin Harper (Green MSP for the Lothians) 6 votes, Tommy Sheridan (SSP MSP for Glasgow) 6 votes, Dennis Canavan (Independent MSP for Falkirk West) 2 votes, Margo MacDonald (Independent MSP for the Lothians) 2 votes. Tony Blair abolishes the office of Secretary of State for Scotland. The new Secretary of State for Constitutional Affairs assumes responsability for Scoland, Wales, and the Lord Chancellor's office following the resignation of the wallpaper baron, Lord Irvine.

In a U-turn, Tony Blair appoints Rt Hon Alistair Darling, Secretary of State for Transport as Secretary of State for Scotland in addition to his current duties.

24 th June 2003

During monthly Scottish Questions at Westminster, the Rt Hon Alistair Darling MP, Secretary of State for Scotland describes the Scottish Parliament as 'the assembly'.

July 2003

The estimated cost of the new Scottish Parliament has almost doubled again to £373.9 million.

17 th July 2003

Death of Dr David Kelly, biological weapons expert and Chief Scientific Officer at the Ministry of Defence.

22 nd July 2003

The Scottish Parliament (constituencies) Act 2004 receives Royal assent. This relaces Schedule 1 of the Scotland Act's link between Westminster and Scottish parliamentary constuencies and maintains the current size of the Scottish parliament at 129 members.

24 th August 2003

Prime Minister Tony Blair gives evident to the Hutton enquiry and says he will have to resign if claims that the government 'sexed up' the Iraq weapons dossier are proved to be true. The claims are later proved to be true, but Blair refuses to resign, resulting in calls for his impeachment.

The cost of the Scottish Parliament building at Holyrood rises to £ 401 million.

Scottish National Party leadership challenge. John Swinney (MSP for Tayside North) wins 577 votes (83.9 %) compared to 111 (16.1 %) for Bill Wilson.

Sixth direct elections to the European Parliament. Scotland is contested as a single seven member constituency (one less than in 1999) with seats awarded according to the d'Hondt system. The Scottish National Party win the Speyside ward of Moray council from an Independent.

A new three way coalition of 15 Scottish National Party councillors, nine Liberal Unionists and one independent councillor replaces the previous Conservative/Labour/Lib Dem coalition running Perthshire & Kinross Council.

The Scottish National Party win the Menstrie ward of Clackmannan council from an independent.

22 nd August 2004

It is revealed that Prime Minister Tony Blair will not attend the official opening of the new Scottish parliament building at Holyrood on 9 th October.

The Conservatives win the Bothwell South ward of South Lanarkshire council from Labour.

3 rd September 2004

Alex Salmond MP is declared SNP leader with 4,952 votes (75.76 %) compared to 953 (14.58 %) for Roseanna Cunningham MSP and 631 (9.65 %) for Michael Russell. Nicola Sturgeon MSP is declared deputy leader with 3,521 votes (53.87 %) compared to 1,605 (24.56 %) for Fergus Ewing MSP and 1,410 (21.57 %) for Christine Grahame MSP.

9 th September 2004

The Independent MSPs Margo MacDonald, Dennis Canavan, Dr Jean Turner, Campbell Martin and John Swinburne form a parliamentary group. This will qualify them for a seat on the Scottish parliament's bureau.

Following a ceremonial event in Parliament Hall and a Riding down the Royal Mile to Holyrood, the new Scottish Parliament building is officially opened by the Queen of England. Apparantly acting upon orders from Tony Blair, Elizabeth Mountbatten makes an ill-advised speech praising, not the Scottish parliament, but the Imperial parliament at Westminster.

An independent wins the the Bowling/Milton/Old Kilpatrick ward of West Dunbartonshire council from the Scottish National Party.

9 th November 2004

The SSP executive committee meet and demand the resignation of Tommy Sheridan as party leader. The decision is later backed by National Council (For 93, Against 10, Abstentions 2) and to back the executive committee's handling of the situation (85 votes for and 20 against)

11 th November 2004

An Independent wins the Speyside ward of Moray council from the Scottish National Party.

Tommy Sheridan (MSP for Glasgow) resigns as leader of the Scottish Socialist Party. Leadership of the party is shared by all MSPs.

12 th November 2004

A fire breaks out in the Prestonfield House hotel in Edinburgh at 2.15 am following the Scottish Politician of the Year awards. Security cameras catch Labour Peer and MSP, Lord Watson of Invergowrie, setting fire to curtains.

14 th November 2004

Lord Watson of Invergowrie (Labour MSP for Glasgow Cathcart) is arrested and charged by police in connection with alleged arson. He is also suspended from the Labour party.

30 th November 2004

Lord Watson of Invergowrie (Labour MSP for Glasgow Cathcart) is released on bail after appearing in court concerning two charges of wilful fireraising at the Prestonfield House hotel.

3 rd December 2004

George Galloway, (ex Labour, now Respect MP for Glasgow Kelvin), wins £150,000 in damages from the Daily Telegraph for serious defamation. The Telegraph had accused Galloway of being "in Saddam's pay".

The Scottish Socialist Party's national council votes by 42 to 41 to revert to having a single leader as opposed to leadership shared by its MSPs.

Officials at Holyrood launch an investigation into travel expenses claimed by Keith Raffan (Lib Dem MSP for Mid Scotland & Fife) who resigned on the 7 th of January. In December 2004 Keith Raffan had topped the list for MSPs' expenses, with a total claim of £108,826. Discrepancies include claiming mileage for a return journey from Kirkcaldy to Edinburgh while on a visit to the Isle of Man and when on a visit to a ship launch in Germany.

The new political map for Westminster constituencies come into effect after the Privy Council gives its approval to the Scottish Boundary Commission's proposals. Scotland will have 59 Westminster constituences. The changes do not effect the 73 Scottish parliamentary constituencies whose boundaries remain unchanged.

Colin Fox MSP is declared Scottish Socialist Party leader with 252 votes (62.07 %) compared to 154 (37.93 %) for Alan McCombes.

18 th February 2005

Scottish Tory leader, David McLetchie MSP, resigns as a partner of the law firm Tods Murray after accusations of paid advocacy.

23 rd February 2005

IRT Surveys reveals that the £ 430 million Scottish parliament building is leaking heat, energy and money, and suggested that insulation behind the granite facade could be damaged, missing, or water-logged.

The European Commission warns the UK government that EU rules, which demand that the lowest bid be accepted, may have been broken when Bovis, who submitted the higest bid, rather than McAlpine, who submitted the lowest bid, were appointed as construction managers for the Holyrood building project by Barbara Dodds (aka 'Babs the Builder').

It is revealed by the Sunday Herald that James Gray, (Tory MP for Wiltshire, England) the new Shadow Secretary of State for Scotland believes the Scottish Parliament should be scrapped. Gray has also referrred disparagingly to the 'tartan mafia' in the House of Commons and likened Scotland to a communist state.

The London-based management of publically-funded BBC defend their decision to distort Weather forecasts and maps even if it puts lives in Scotland at risk.

The Scottish Parliament wins an award as Best Publically Funded Building at the Architecture Grand Prix event. The best publically funded building has an inimicable record. It was delivered several years late and went almost £400 million over budget. Over 33,000 faults have been reported in the best publically funded building since the offical opening in October 2004.

It is revealed that Ken Macintosh (Labour MSP for Eastwood) had resigned as Deputy Convenor of the Standards Committe of the Scottish Parliament after failing to register £330 worth of hospitality from McDonald's at a football match in Cardiff.

On the last day of the parliamentary session, four SSP MSPs - Colin Fox, Frances Curran, Rosie Kane and Carolyn Leckie - are suspended after they block the proceedings of the Scottish parliament by a demonstration. Their absence allows Labour and the Lib Dems to block, by 56 votes to 52, a motion to compensate the families of 80 victims who died after contracted hepatitis C in blood transfusions. The 36 ft long £88,000 reception desk at the £431 million Scottish Parliament is found to be unsuitable and inadequate. In addition, the tank supplying three ponds in front of the parliament is found to be leaking and requires urgent repair. This is the third serious problem with the ponds since the disaster-prone building opened.

It is revealed that the Leader of the House of Commons, the Rt Hon Jack Straw, who was recently accused of Islamophobia, is determined that the Church of England's bishops will retain most of their seats in the House of Lords despite plans to "reform" the Upper House. No other church or faith is represented in the Lords, where no less than twenty-six Church of England Bishops presently sit. From the Union of 1707 until 1963, Scotland had the right to elect just 16 representative peers to the House of Lords.

Major Eric Joyce MP (Labour, Falkirk East) claims £175,000 in expenses, the highest of any MP in the whole of the United Kingdom. The Scotsman notes that his travel expenses claim of £45,000, or £865 a week is 'enough for two economy return tickets a week to Australia.' Mayor Joyce spoke in just 13 debates - representing a cost to the taxpayer of £13,461.54 in expenses (without counting his salary) per speech. Nick Harvey MP (Liberal Democrat, North Devon) and spokesman for the Members Estimate Committee claims that this represents 'excellent value for money'. Major Joyce describes his office costs as 'relatively low', and defends his playboy lifestyle as 'legitimate'.

The Electoral Commission state that they may apply to the courts in order to forfeit a £2.4 million donation to the Lib Dems by Michael Brown who was jailed for perjury on the 25 th September 2006.

Britain's biggest rail union, the RMT, announces that it is terminating its affiliation to the Scottish Socialist Party.

The Sunday Herald reveals that Phylis Finnie, wife of Liberal Democrat Scottish Environment Minister Ross Finnie, signed over her rights to an Edinburgh property in order to allow her husband to claim £2,500 in mortgage interest payments.

The Sunday Herald also reveals that Tavish Scott, the Liberal Democrat Scottish Transport minister is claiming nearly £1,000 a month in mortgage interest payments despite having made a £36,000 profit on the sale of a flat bought with public money. The Liberal Democrat minister has previously claimed rent on a flat owned by his sister.

John Home Robertson MSP (Labour, East Lothian) who has been claiming £7,000 a year from the taxpayer to rent his own son's flat, announces that he will be resigning from the Scottish Parliament in May 2007 as he has been offered a peerage by Tony Blair. The Sunday Times comments: 'Enoch Powell was wrong. Not all political careers end in failure. Some end in the House of Lords.'

The final cost of the Scottish Parliament building at Holyrood is calculated at £414.4 million which includes £276.9m construction costs, £82.7m for consultants' fees, the organisation of the site and staff, £6.3m for acquiring the site and £48.5m in VAT. The breakdown includes £40m for the main chamber, £16m for specialist glazing, £12.7m for landscaping, £8.6 for scaffolding, £7.9m for windows for MSP's offices, £2.9m for toilets,£2.9m for stone floors, £1.7m for fire alarms, £1.4m for lifts, £1m for roads, £656k for TVs and radios, £222k for bomb-blast testing, £211 k for signs, £200k for removing asbestos and pigeon droppings and £118k for turf.
The cost of rebuilding would be £333m revealing that £74m of public money had been wasted.

The Labour administration of West Dunbartsonshire Council collapses as Cllr Martin Rooney (Labour, Balloch), who became leader on 20 th December 2006, is voted out by 12 votes to seven. He is replaced by Cllr Denis Agnew (Independent, Kilbowie West) who resigned from the Labour Party in late 2006. Only seven of the 17 Cllrs who were elected as Labour in 2003 remain loyal to the party.

A majority of Scotland's 59 MPs - 15 Labour, 12 LibDems and six Scottish National Party - vote against replacing the Trident nuclear weapon system based at the Faslane Royal Navy Base on the Clyde. 22 Scottish MPs vote for and 4 abstain giving a majority of 11 against replacing Trident. However, the renewal is imposed by votes from an alliance of Labour and Tory MPs from outside Scotland which allows the government to win the motion by 409 votes to 161.
