saltire shieldEric Forth (Con, Bromley and Chislehurst) : All that the people said in the general election was that they no longer wanted a Conservative Government; they wanted a Labour Government. That is clear and I accept that verdict - I can do no less. However, I am not sure that we know what the people of England think about proposals for a Parliament in Scotland.
James Wray : Is the right hon. Gentleman aware that this issue goes back a long time, to 1886 and to the forming of the Scottish National party in 1934? Is he further aware that two future Conservative Prime Ministers, one in 1968 and the other in 1970, advanced proposals for a Scottish Parliament?
