That is clear and I accept that verdict - I can do no less. However, I am not sure that we know what the people of England think about proposals for a Parliament in Scotland. James Wray : Is the right hon. Gentleman aware that this issue goes back a long time, to 1886 and to the forming of the Scottish National party in 1934?
