This former member of Lothian Regional Council left local government in Edinburgh to become MEP for the Lothians in 1984.
He is one of only two of Labour's six Scottish MEPs, who served during the last Parliamentary term, to be returning to Brussels. A familiar figure throughout the corridors of power in Europe, Mr Martin is a vice-president (deputy speaker) of the European Parliament.
He led the British Labour Group of MEPs from 1987-88 and is on the Legal Affairs Committee. Mr Martin, who worked as a stockbroker's clerk before becoming an MEP, is the author of several European Parliament reports on the Maastricht Treaty and has written extensively on the "democratic deficit".
It was in 1994, that Mr Martin, who is regarded as one of Labour's leading Euro-strategists, was asked to write the European Parliament's agenda for the Maastricht review. Previously he had helped to produce the final treaty itself. Aged 44, the experienced MEP has an honours degree in economics from Heriot Watt University in Edinburgh. He is married with a son and a daughter.
