A by-election was held in the Thurso East ward of Highland Council on the 29 th November 2001 following the resignation of Cllr David Falconer Waters due to ill health.

Thurso East is in the Caithness, Sutherland & Easter Ross Westminster parliamentary seat (held by Lib Dem John Sinclair, third Viscount Thurso MP) and in the Caithness, Sutherland & Easter Ross Scottish parliamentary seat (held by Lib Dem Jamie Stone MSP).

Thurso East election arrangements

From Highland Council, 29 th October 2001

Thursday 29 November has been set for an election for the Thurso East ward on The Highland Council, should there be a contest.

The deadline for nomination papers is 4 pm on Tuesday 6 November. Withdrawals must be made by 4 pm on Thursday 8 November.

The election follows the resignation of Falconer Waters, Independent, due to ill health.

The representation on the 80-member council is currently: 49 Independent; 11 Labour; 10 Liberal Democrat and 9 SNP.

Two way contest for Caithness by-election

Two candidates will contest the election for the vacant Thurso East seat on The Highland Council on Thursday 29 November.

They are: Thomas Jackson, 15 Upper Burside Avenue, Thurso, Independent; and Colin Punler 20 Lord Thurso Court, Thurso, Scottish Labour.

Mr Jackson is a former Depute Director of Finance with Caithness District Council and is currently chairman of Thurso Community Council. Mr Punler is Communications Manager, UKAEA, Dounreay.

The vacancy arose when long-serving councillor, Falconer Waters, Independent, resigned from the council due to ill health.

Independent candidate wins Thurso East by-election

Independent candidate, Tom Jackson, has been elected as the new representative for the Thurso East electoral division on The Highland Council. Mr Jackson defeated Labour candidate Colin Punler, by 403 votes to 226. There was a 30% turn out.

The by-election was held following the resignation of Falconer Waters, Ind, as the result of failing health.

Mr Jackson, a retired Assistant Director of Finance with the former Caithness District Council, is Chairman of Thurso Community Council.

The representation on the council is now 50 Independent; 11 Labour; 10 Liberal Democrats; and 9 Scottish National Party.

The new Highland Councillor for Thurso East is Tom Jackson, Independent.

At Thursday's by-election he polled 403 votes, a majority of 177 over Colin Punler, Labour. The turn out was 30%.

The representation of the council is now 50 Ind; 11 Labour; 10 Lib Dems and 9 SNP.
