There was a by-election for the Moffat ward of Dumfries & Galloway Council on the 10 th of June 2004 following the resignation of Cllr Safa Ash-Kuri for business reasons.
Moffat is in the new Dumfriesshire, Clydesdale & Tweeddale Westminster parliamentary seat (held by Tory David Mundell MP) and in the Dumfries Scottish parliamentary seat (held by Labour's Dr Elaine Murray MSP).

The Returning Officer for Dumfries and Galloway, Philip Jones, today (Wednesday 5 May) issued formal notice of election for the by-elections for Moffat and Hoddam and Kinmount Wards of Dumfries and Galloway Council, which will take place between 7am and 10pm on Thursday 10 June, in conjunction with the European Parliamentary Elections.
These elections are necessary due to the sudden death of Councillor Andrew Bell-Irving of Hoddam and Kinmount and the resignation of Moffat Councillor, Safa Ash-Kuri.
Nomination forms are available from the Council Offices in English Street, Dumfries or High Street, Annan and must be delivered to the Elections Office, Council Offices, English Street, Dumfries DG1 2DD by 4pm on Thursday 13 May.
Two new councillors are settling into their duties in Annandale and Eskdale.

Both councillors are members of the Scottish Conservative and Unionist Party as were their predecessors. The political balance of the Council remains unchanged.
The by-elections were caused by the untimely death of Andrew Bell-Irving and the resignation for business reasons of Safa Ash Kuri.
