saltire shield'The sources controlled by the Government amount to more than 80% of the average council's income, and the source controlled by councils for less than 20%. If Government reduces its contribution through grant and business rate by 1%, the council tax would have to go up by 4% or 5% to compensate: the so called gearing effect.'
