saltire shield'The new electoral system for Scottish local authorities has failed to improve the proportion of women councillors. It was expected that one result of the shake-up in Scotland's council chambers would be councillors who were more representative of Scotland's population. While much publicity was given to a 21-year-old woman as SNP education spokeswoman on Aberdeen City Council, the total number of women is exactly the same level as the 2003 elections - 267 women out of 1222 councillors, or 22% of the total.'
