There was a by-election in the Highland ward of Perth & Kinross Council following the death of Scottish National Party Cllr Eleanor Howie on the 26 th December 2007. Cllr Howie had represented the Pitlochry area since 1995.
Highland is in the Perth & North Perthshire Westminster parliamentary seat (held by the Scottish National Party's Pete Wishart MP) and in the North Tayside Scottish parliamentary seat (held by the Scottish National Party's John Swinney MSP). In May 2007, three Cllrs were elected: Eleanor Howie and Ken Lyall for the Scottish National Party, and Ian Campbell for the Conservatives.

All of us at Perth & Kinross Council were greatly saddened by the news of Councillor Howie's death on 26 December 2007.
Councillor Howie was a long serving and greatly valued member of Perth & Kinross Council. Since her election to the new Council in 1995, Councillor Howie worked tirelessly on behalf of her community and made an outstanding contribution, particularly in the field of education where she served both as opposition spokesperson and vice convener.
She will be greatly missed by her colleagues, officers at the Council and members of community for whom she served.

'PERTHSHIRE POLITICIANS last night expressed their "utter devastation" following the sudden death of a serving Perth and Kinross councillor.
Eleanor Howie (pictured) was first elected to the local authority as member for Pitlochry in 1995 and had served continuously since.
She enjoyed comfortable margins in local elections and constituents in her Highland Perthshire ward were left reeling by news of her death.
Ms Howie died at Perth Royal Infirmary on Boxing Day following what has been termed a "short illness."
The 64-year-old‹a passionate Scottish Nationalist‹was yesterday described by North Tayside MSP John Swinney as a "fine friend and a devoted public servant."
Perth and Kinross Provost John Hulbert also paid tribute to the popular councillor, saying her death was "extremely sad."
Details of Ms Howie's passing were revealed in a statement released by the North Tayside SNP group.
"It is with much regret that the death is announced of Eleanor Howie, Perth and Kinross Councillor for the Highland ward," it said.
"Eleanor was a staunch Scottish Nationalist and had been active in support of the cause of Scottish independence from her student days at the University of Edinburgh and throughout her adult life.
"She had been an office bearer in the Atholl branch of the SNP for many years and had held office in the North Tayside SNP constituency association."
A former maths teacher, Ms Howie was vice-convener of the lifelong learning committee within the Perth and Kinross Council administration.
"As a councillor she was able to make good use of her personal experience as a teacher of mathematics in Kirkcaldy to shape the council's education service," the statement continued.
"She contributed to many external organisations during her membership of the council, reflecting her huge range of enthusiasms from local radio to vintage cars."
Mr Swinney said Ms Howie had always been a "hugely respected" councillor with a "formidable reputation."
"Eleanor worked with everyone to make positive things happen in Pitlochry," he said.
"She was on the board of the Pitlochry Festival Theatre and contributed significantly to many initiatives and activities that were part of its work.
"I am deeply saddened at Eleanor's death and to have lost such a fine colleague, councillor, friend, and steadfast supporter.
"Eleanor set an excellent example as an outstanding and devoted public servant who worked at all times for the benefit of the Pitlochry and Highland Perthshire communities," the MSP said.
"She was the type of person who just got things done in a quiet and effective fashion. "The significant public support she received at every local election is a testament to her fine work on behalf of the local community.
"There will be many in the community who feel an enormous sense of sadness at the loss of such a fine local councillor."
Provost Hulbert said, "Eleanor was voted in at the same time as me and I have known her for many years.
"Eleanor had the rare talent of being able to quickly and accurately pick out the pertinent points from all the paperwork and reports we as councillors are presented with.
"Everyone within Perth and Kinross council will be utterly devastated by her death."
Council leader Ian Miller added his condolences on behalf of the local authority.
"We are all deeply saddened and shocked to hear of her sudden death. She was hugely respected at the council and all our thoughts are with her family at what must be a very difficult time," he said.
Ms Howie is survived by her husband Branislav Sudjic and her sister Kate Howie.'

She is survived by her husband, Branislav Sudjic and her sister, Kate Howie.
There will be a celebration of her life at Moulinearn, near Ballinluig, this Friday, January 4, at 10.30am, to which all are welcome.
That will be followed by her interment at Drumtemple and Boleskine Burial Ground, near Errogie, Inverness-shire, at 2.30pm.
Tributes have been pouring in since her untimely death.
The SNP's Roseanna Cunningham MSP for Perth, paid tribute to Councillor Eleanor Howie: "I was extremely saddened to learn of Eleanor's passing.
"Her deep interest in education, her passion for Independence and her commitment to her constituents were hallmarks of a strong woman who was a huge asset to her party, to her country and to her community.
"Doughty fighter, wise counsel and a great laugh, Eleanor will be sorely missed. My thoughts and prayers are with her husband Branislav at this difficult time."
North Tayside MSP and Scotland's Finance Secretary, John Swinney said: "I am deeply saddened at Eleanor's death and to have lost such a fine colleague, councillor, friend, and steadfast supporter.

Perth and North Perthshire MP, Pete Wishart said: "I am extremely saddened by the untimely death of Eleanor Howie. Pitlochry has lost one of its most effective champions and servants.
"Eleanor went around her business with a diligence and friendliness that endeared her to the community she served with such distinction.
"More than that, she was a tremendous person to work with and it was my pleasure to have her as a colleague.
"My thoughts go out to Branislav and the rest of Eleanor's family."
Perthshire's Labour Group leader Archie MacLellan described Eleanor Howie as "a hard working and much respected councillor who was totally committed to her constituents".
"Her work on both the lifelong learning and development control committees was immense and she played a key role in the success of Pitlochry Festival Theatre," he said.
"She was a political opponent but never an enemy and it says much for her character that she was able to understand my own disappointment while celebrating her own party forming the Scottish Government for the first time.
"She is a serious loss to this council and my heartfelt sympathies go to her family and colleagues at this sad time."

Dear Editor, Councillor Howie will be greatly missed by more than her constituents and immediate colleagues.
As someone who served with her in the SNP-led administration of 2004-2007, I can say that she shone like a beacon in a dark night.
She was fully committed to the welfare of her ward, was on top of her brief as a vice convener of life-long learning and contributed tellingly to administration and council debates and decisions.
Her thinking was positive and never petty. She treated others, colleagues and opponents alike, with professional courtesy and never with vengeful spite. She worked tirelessly for Highland Perthshire and eschewed personal publicity. She was in the business of local politics for the well-being of others and not for self gratification.
Her constituents, her party and Perth and Kinross Council are undoubtedly the poorer by her passing. She will be missed.

COLLEAGUES of the recently deceased Eleanor Howie paid their own tribute to the popular Perthshire councillor in the local authority's chambers this week.
The Scottish Nationalist, who passed away on Boxing Day following a short illness, was first elected to the council as member for Pitlochry in 1995 and latterly served as vice-convener of the lifelong learning committee.
In a moving tribute, former education chief George Hayton described Ms Howie's appointment as his vice-convener on the committee during the previous administration as akin to "the political equivalent of winning the lottery".
"Despite deep differences with Eleanor in politics, religion and union affiliation, her clear-eyed ability to see through to the nub of things and her mathematician's eye for detail were invaluable, particularly when dealing with financial matters," said the Almond and Earn representative.
"Eleanor's commitment to education in her teaching career and union activism helped us immensely in the convener's team as we coped with what turned out to be a fairly testing period in the history of education and children's services.
"As well as her dedication to the task in hand, I shall remember especially two aspects of Eleanor's character, her sense of humour and of the ridiculous.
"These kept her grounded in the hurly burly of politics and her moral sense, her clear appreciation of what she believed to be right acting as a lodestar to her beliefs and actions.
"Those who served with her on this committee will, I am sure, remember her fondly as a remarkable person who, despite being very much an individual, used her gifts for the betterment of society in general and young people in particular."
A minute's silence in honour of the 64-year-old former maths teacher was observed by members and officials at the committee's meeting on Wednesday.
THE sister of Eleanor Howie, who represented the Highland Ward on Perth and Kinross Council until her sudden death last month, is to contest the by-election for the SNP on February 21.
Kate Howie recently retired from a distinguished career in the army and has lived in the Pitlochry area for the last six years, where she is actively involved in the local community.
Commenting on her selection, Kate said: "'I am delighted with the support given to me by my fellow SNP members.
"I will work hard to reward their support with victory at the by-election and then to serve my constituents with the same energy and dedication as my sister Eleanor."
Ms Howie was born in Elgin and went to school in Aberdeen. She qualified as a primary school teacher and then joined the Army in 1971, where she was selected for a commission and served in the Royal Logistic Corps.
Kate worked with the Scottish Sports Council in organising and selecting event sites for the Edinburgh Commonwealth Games. She retired recently with the rank of Lieutenant Colonel.
Six years ago, Kate went to live beside her sister Eleanor at Moulinarn, Ballinluig, and has engaged fully in the life of the local community.
In the Army, she served in Germany, Northern Ireland, Cyprus and Hong Kong and represented the service in ski-ing and swimming, activities she still enjoys, as well as hill-walking and playing bridge.
North Tayside MSP John Swinney said of the selection: "I am delighted to see that the members of the SNP in the Highland Ward have overwhelmingly selected Kate as the SNP candidate for the forthcoming by-election.
"She has boundless energy and enthusiasm and will be a formidable campaigner for all in the Highland area.
"Kate will ably take up the baton on a number of local issues and fight the corner for local residents."
SNP councillor for the Highland Ward, Councillor Ken Lyall, said: "I look forward to working with Kate as part of the current SNP team in the Highland Ward.
"I was fortunate enough to have Eleanor Howie as a colleague since my election in 1999 and I know Katie will be a strong candidate."
Councillor Eleanor Howie, who died in Perth Royal Infirmary on Boxing Day after a short illness, had represented the Pitlochry area since her election in 1995. She was latterly vice-convener of the council's lifelong learning committee.
ENVIRONMENT Minister Michael Russell is backing efforts by the Blair Atholl community to have the Big County area included in the Cairngorms National Park.
The MSP was in the Highland Perthshire town this week and met the Highland Ward by-election candidate, Kate Howie, and local community representatives, including Mr Geoff Crerar, chair of Blair Atholl and Struan Community Council, Ms Lin Muirhead, chair of Blair Atholl and Area Tourism Association and a member of the Gateway Initiative Group, and Andrew Bruce Wootton, general manager of Atholl Estates.
The purpose of the meeting was to discuss the issue that Highland Perthshire should be in the Cairngorms National Park - and the government's stance.
The minister also saw the progress of the proposed Cairngorms Gateway Interpretation Centre in Blair Atholl.
Mr Russell said: "I understand that this is being built around the existing Atholl Country Life Museum, the information hut and the restaurant. As the gateway to the Cairngorms, this is an ideal location for a centre.
"It is regrettable that John Swinney's bill to bring Highland Perthshire into the Cairngorms National Park in the last session of parliament was not successful.
"It is the government's view that Highland Perthshire should be in the national park, and this will be addressed during the review that is ongoing for the park."
A COUNCIL by-election candidate yesterday called on the Scottish Government to clarify its stance on wind farms in Highland Perthshire.
Conservative hopeful Graham Rees made his call after planning approval was given at Holyrood last week for a 68-turbine Griffin wind farm near Aberfeldy following an extensive public enquiry.
The application, which will create Scotland's third largest onshore wind farm in the hills between Aberfeldy and Strathbraan, was opposed by Perth and Kinross Council and local campaigners.
Mr Rees, who is bidding to win the seat for the council ward made vacant by the sudden death of ex-member Eleanor Howie, said he was against the development on environmental grounds.
"Following the announcement on Thursday, I met Murdo Fraser MSP and Highland ward councillor Ian Campbell to discuss the implications for the area of this decision by SNP Ministers," he said.
"Many local people have spoken to me since then to express their concerns. I agree with the John Muir Trust that this huge wind farm was totally inappropriate for the area and likely to damage the tourism industry.
"In addition, many local residents have real concerns about the impact on local roads from the construction traffic.
"I hop
e that we will get a clear statement from Ministers that Griffin is the only wind farm that will be built here.
"Over the years this area has contributed more than its fair share towards our energy needs, with huge hydro-electric schemes supplying electricity across the UK.
"We had done our bit even before this unwanted wind farm was approved."
The SNP's sustainable growth secretary John Swinney said the go-ahead for Griffin had brought a period of "great uncertainty for the Strathbraan area" to an end.
"This decision raises a number of issues about access and transportation to the site about which there needs to be firm assurances," he said.
Mr Swinney's colleague Perth and North Perthshire MP Pete Wishart said residents concerns were of paramount importance.
"I am aware of the strength of feelings and concerns about this development," he insisted.
"In the course of the debate about Griffin, many issues and questions have been raised, particularly to do with access to the site and with the water supply.
"In the approval I note that there are a number of conditions attached to this development and these must be rigorously applied.
"I will now be writing to the Energy Minister Jim Mather to seek these assurances and insist that community concerns are properly taken into account.
"I also want to ensure that the community is fully consulted at each stage."
THREE other candidates are standing at the Highland by-election on February 21. They are Anne Chatt (Scottish Labour), Kate Howie (SNP) and Andrew Kenton (Scottish Lib Dems).
A by-election will be held and voting will take place between 7.00 am and 10.00 pm on Thursday 21 February 2008 for the election of one councillor.

A by-election is being held to select a new councillor for the Highland ward in Perth and Kinross Council.
The ballot was called following the death of Councillor Eleanor Howie last year.
The candidates are: Labour's Anne Chatt; Kate Howie for the SNP; Liberal Democrat Andrew Kenton; and Graham Rees from the Conservatives.
Polling booths will be open from 0700 GMT to 2200 GMT with voters using the Single Transferable Vote system (STV).
That means people will be asked to rank the candidates in order of preference, putting a one next to the name of their first choice, two beside their second choice, three next to their third choice and so on.
Kate Howie has been elected to represent Highland - Ward 4 on Perth & Kinross Council.

Out of an eligible electorate of 7,282 people, 3,178 votes were cast - a 43.6% poll.
A total of 21 invalid votes were cast.
Provost John Hulbert said: "As Provost I would like to welcome Kate Howie onto Perth & Kinross Council. I'm sure she will find it a huge honour to serve her local community, and I Iook forward to working with her for the benefit of Perth and Kinross."
The SNP's Kate Howie has been elected to represent the Highland ward on Perth and Kinross council.
A by-election was held on Thursday to replace Eleanor Howie, Ms Howie's sister, who died last year.
The results were: Ms Howie 1,891 votes; Graham Rees from the Conservatives 940; Liberal Democrat, Andrew Kenton 229; and Labour's Anne Chatt 97.
Turnout from an eligible electorate of 7,282 was 43.6% with 21 invalid votes cast.
'Boundless energy'
Speaking following the count, Councillor Howie said: "I am absolutely thrilled to win this election by such a convincing majority and I look forward to serving the people of the Highland ward in Perth and Kinross Council.
"This victory is for my late sister Eleanor Howie, who served the ward with such distinction and whose hard work was recognised in the scale of this victory.
"I want to thank all the people of the Highland ward for putting their trust in me and I will now do my best to serve them."
MSP for North Tayside John Swinney said: "This is a triumph for the SNP and gives the people's verdict on the performance of the SNP in government.
"Across Scotland the SNP are winning the support of the public whilst Labour are falling further and further behind.
"Today's victory is another excellent day for the SNP. Kate Howie's boundless energy and enthusiasm will make her a formidable councillor for all in the Highland ward."
