There was a by-election for the Clackmannan ward of the Clackmannanshire Council on the 2 nd December 2004 following the
death of Cllr William Calder on 14 th October 2004.
Clackmannan is in the Ochil & South Perthshire Westminster parliamentary seat (now held by Labour's Gordon Banks MP) and in the Ochil Scottish parliamentary seat (held by the Presiding Officer, the Rt Hon George Reid MSP (elected as SNP MSP for Ochil in 2003)).

Councillor Billy Calder's funeral service will be held on Thursday 21st October at 11am at Clackmannan Parish Church. He will be buried at Sunnyside Cemetery.
The councillor for Clackmannan since 1999, Billy, 59, took ill and died on Thursday 14th October.
Provost Derek Stewart said: "Billy's sudden death has been a terrible shock for all of us and our hearts go out to his family at this sad time.
"He was a devoted family man who was extremely proud to represent the people of Clackmannan and worked hard to help them.
"He very much enjoyed his role as Convener of the Enterprise and Environment Committee which saw him face and deal with many challenging issues.
"He will be extremely difficult to replace."
Chief Executive Keir Bloomer added: "Billy's contribution to the council will be sadly missed and our thoughts are with Heather and the family."
A full time councillor, Billy had previously worked for Clackmannan District Council and Clackmannanshire Council as a contracts officer before becoming a self employed builder.
Born and bred in Clackmannanshire he lived with his wife of 40 years, Heather at their home in Brucefield Crescent, Clackmannan.
The couple had two children, Tracey and Billy, and four grandchildren.
A doting grandfather, Billy's interests included fishing and reading.
Thursday's planned committees have been postponed as a mark of respect and to allow elected members to attend the service. Alternative dates will be provided as soon as possible.
