A by-election was held in Bowling/Milton/Old Kilpatrick on the 14 th of October 2004 following the resignation of Scottish National Party Cllr Raymond Young in August 2004 due to work commitments.
Bowling/Milton/Old Kilpatrick is in the new West Dunbartonshire Westminster parliamentary seat (held by Labour's John McFall MP). It is predominantly in the Clydebank & Milngavie Scottish parliamentary seat (held by Labour's Des McNulty MSP) with some in the Dumbarton Scottish parliamentary seat (held by Labour's Jackie Baillie MSP).
Independent gain from Scottish National Party. Swing: 31.6 % from Scottish National Party to Independent.

West Dunbartonshire's residents woke up this morning to the news that a new Independent councillor had been elected to West Dunbartonshire Council.
George Black, a former Facilities Manager with BT, won the hotly contested Bowling/Milton/Old Kilpatrick ward with 605 votes.
The results for all five candidates were:
- George Black, Independent 605 votes
- William G. Hendrie, Scottish Nationalist Party (SNP) 522 votes
- Frank Hotchkiss, Scottish Socialist Party 64 votes
- John McDonald, Scottish Conservative and Unionist Party 141 votes
- William McLaughlin, Scottish Labour Party Candidate 422 votes
- Electorate 3915
- Turnout 1759
- % turnout 44.9%
