On the 8 th of April 1889, the Lord Advocate announced a series of measures aimed at replacing the old appointed commissioners of supply in the shires with new elected county councils. In 1888, the Local Government Act had established 62 new county councils in England to replace the rule by Justices of the Peace. In Scotland, the commissioners had control over county police and joined with burgh magistrates on bodies such as boards of control over lunacy and prisons.
