Political Composition of Scottish Mainland Unitary Councils

The following table lists the political composition of the Scottish Mainland Unitary Councils at the date of the last elections in April 1995. The present council composition (to the best of my knowledge) is also given. All wards which have changed hands at by-elections are noted. A number of wards have also changed hands due to defections, expulsions and suspensions, however the list is almost certainly not exhaustive in these cases - eg the SNP website states that they have more than 200 councillors. If you are aware of any further changes you are invited to contact me.

It should be noted that elections for two wards, Stevenston North in North Ayrshire and Forth in South Lanarkshire, were held at a later date than the rest of the Unitary elections due to the death of a candidate.

In November 1997, a Labour councillor resigned the whip in protest concerning government policy on the handicapped.
In a by-election on 26 th February 1998, the Liberal Democrats gained the Garthdee ward from Labour.

In a by-election on 19 th June 1997, the Liberal Democrats gained the Upper Ythan ward from an Independent.
In a by-election on 19 th February 1998, the Conservatives gained the Kintore ward from an Independent.
On 16 th April 1998, Cllrs Brian Topping (Fraserburgh East) and Ian Tait (Fraserburgh West) resigned from the Scottish National Party group following accusations of expenses irregularities. They were found to be not guilty and reinstated in the SNP group.
On 23 rd September 1998, Cllr Rhona Kemp (Ellon), an ex-convenor of Grampian Council, defected from Lib Dem to the Scottish National Party
Cllr John Cox (Banff/Hilton) has defected from Independent to the Scottish National Party
At least three of the Independents are not members of the Lib Dem/ Ind administration, which therefore does not have an overall majority

In a by-election on 21 st November 1996, the Liberal Democrats gained the Helensburgh East ward from Labour.
In a by-election on the 30th March 1997, Labour gained the Milton ward from an Independent.
On 3rd Feb 1998, Cllr Robert MacIntyre, (Ward 21 - Kyles and Bute ) who had resigned from the Independent Group about one year previously, joined the Scottish National Party.

On 18 th January 1998, the chief executive office released a letter of resignation signed by the Council Convenor, Independent Cllr Allan Baldwick (Kirtle). Cllr Baldwick subsequently announced that he had not meant to resign.

On 24 th September 1997, four Labour councillors were suspended from representing the party at any level:
Deirdre Gaughan (Ibrox), Elaine Smith (Bridgton), Heather Ritchie (Victoria Park) and James Sharkey (Penilee)
On 24 th September 1997, five senior Labour councillors were suspended from the Glasgow Labour group and barred from holding further office:
Patrick Lally (Castlemilk) Lord Provost of Glasgow, Robert Gould (Pollokshaws) Leader of Glasgow Council, Alexander Mosson (Anderston) Deputy Lord Provost of Glasgow, Gordon MacDairmid (Cowlairs) Deputy leader of Glasgow Council and James Mutter (Huchesontown) Parks and Recreation Convenor.
In a by-election on 22 nd January 1998, the Scottish National Party gained the Garowhill ward from Labour.
On 12 th October 1998, Cllr Heather Ritchie (Victoria Park) was expelled from the Labour party.
On 18 th November 1998, Cllr Heather Ritchie (Independent, Victoria Park) joined the Scottish Socialist Party.
On 18 th November 1998, Cllr Catherine Moore (Carnwadrick) defected from Labour to the Scottish Socialist Party.
On 16 th December 1998, Cllr Archie Simpson (Govan) defected from Labour to the Scottish National Party.

The Scottish National Party also have their first ever councillor in England following the defection of Cllr James McGinley (Brighton & Howe, Brunswick & Adelaide) from Labour to the Scottish National Party. The political composition of the council is now 52 Labour, 25 others and 1 SNP.
