The present incumbent is Tom McCabe, who is not of the same mould as Donald Gorrie and both will consider that a compliment. McCabe also rejoices in the title of Minister for Parliament. That is like a sick joke because the two posts of Executive Whip and Minister for Parliament are incompatible. No man can serve two masters and, in any conflict between Executive and Parliament, there are no prizes for guessing whose side Tom McCabe is on.'

Editor makes by-election move

David Kerr, editor of the BBC Newsnight Scotland programme, has announced that he intends to seek nomination as the Scottish National Party candidate in the Falkirk West by-election.

The Westminster seat became vacant earlier this month when independent MSP Dennis Canavan resigned.

Mr Kerr has moved from his post to another department at BBC Scotland's headquarters in Glasgow.

In a statement, BBC Scotland said: "In order to comply with the BBC's guidelines on impartiality, it was agreed that David move immediately from the news and current affairs post to other duties in another department."
