| 'Best Value was supposed to prevent any repetition of the council DLO scandals of 1998. You may recall the case of the plumber employed by North Lanarkshire Direct Labour Organisation who was earning £57,000 a year. Many DLOs in the West of Scotland were found to be mis-managing millions of pounds of taxpayers money. Attempts were made to remove Harry McGuigan, the Labour leader of North Lanarkshire, but he declined offers to walk .
