saltire shield'The last Labour Government attempted to achieve devolution to Scotland in 1979. They introduced a Devolution Bill into the UK Parliament and then held a referendum in Scotland to ask the Scottish people if they supported it. A majority of those voting in the referendum voted yes. However, in order to be passed, more than 40% of all Scottish voters needed to vote yes. So, although more than half of those who voted were in favour, because there was a low turnout the result was declared invalid.'
